Case Study: Electrical Power Substation Flood Mitigation at the COPCO II Yard Expansion Project in Hornbrook, California

CLIENT:

Power technology inc substation flood control

Power Technology Inc. (PTI), a leading provider of power solutions for various critical industries, specializes in designing and manufacturing high-quality power distribution networks, supplies, converters, inverters and substation construction.

THE CHALLENGE:

The COPCO II Yard Expansion Project spearheaded by Power Technology Inc. required a solution to protect critical electrical infrastructure from heavy rainfall and flash flooding. As a provider of electric power to utilities, industrial manufacturers, and railway organizations, PTI's electrical grid and infrastructure must be safeguarded to prevent service interruptions and ensure reliability for the communities relying on power.

THE GOAL:

PTI contacted Garrison with an urgent need to protect its substation expansion and electrical grid at the COPCO II Yard Project in Hornbrook, California from potential flooding. The objective was to install a temporary, portable, durable, effective, and easy-to-deploy flood barrier system that could seal off the entire power station perimeter to assist in water diversion and prevent flood damage and power interruptions at the facility site.

THE SOLUTION:

After reviewing the substation grounds, project expansion, and layout, the flood technical team at Garrison Flood Control determined that the Mayim 2 (MB2) 30” High Interconnecting Flood Barriers would be the ideal solution to protect the substation and equipment from future flood damage. The system’s modular design, flexible configuration and adaptability, durability and high performance in hazardous flooding situations made it a perfect fit for PTI's specific requirements.

A total of 210 MB2-Straight Panels and 38 Inward/Outward Curve Panels were installed around the substation's perimeter, ensuring full coverage, even around corners and obstacles. The modular design allowed the panels to be deployed efficiently, and they were fully interlocked, creating a robust flood defense system.

Garrison also recommended that PTI pour a concrete footer along the fence perimeter to create a solid base for the Mayim Flood Panels to be placed on, ensuring a complete seal and enhancing flood protection.

SOLUTION BENEFITS:

SOLUTION STEPS:

  • Modular and Flexible Design: The interconnecting flood barrier system provided flexibility for installation around obstacles, ensuring full perimeter protection.

  • Ease of Deployment: PTI was impressed with how simple the system was to set up, reducing installation time, labor and effort.

  • Reliable Protection: The MB2 30” High Flood Barrier delivered robust protection against heavy rain and flash flood events, safeguarding the substation and critical infrastructure from potential water damage and ensuring operational reliability without compromising the effectiveness of the flood barrier.

  • Site Assessment: A thorough review of the power site identified critical areas vulnerable to flooding, necessitating the requirement for a full perimeter flood mitigation system.

  • Concrete Footer: A concrete footer was poured along the fence perimeter to establish a solid seamless base for the best protection possible and to enhance flood resistance.

  • Flood Panel Deployment: PTI purchased 210 MB2-Straight Panels and 38 combined Inward and Outward Curve Panels to protect the entire perimeter of the substation. The flexibility of the Mayim system allowed for installation around electrical equipment and structural components.

SUMMARY:

The Power Technology, Inc. COPCO II Yard Electrical Substation Expansion Project in Hornbrook, California, successfully utilized the Mayim (MB2) 30” High Interconnecting Flood Barrier System to protect the electrical equipment, power stations and substation infrastructure from future flood events and interruptions to the facilities operations.

PTI was extremely satisfied with the performance of the flood protection system, particularly its modular design, durability and ease of deployment; which enhanced their overall operational resilience.

The installation of the Mayim 2 Flood Panels ensured that PTI’s electrical equipment was safeguarded, contributing to system reliability and minimizing the risk of outages.

CONCLUSION TESTIMONIAL:

We were extremely happy with how simple the system was to set up, and it performed exactly as expected. The flood panels provided the protection we needed and ensured that our substation would remain operational, even in the event of flash flooding.
